For you there may be but not at a clean installation so you must've made the file yourself., Fallout4.esm is the only plugin or master file that exists when you install the game, .esp files are just plugins, the .esm files are the master files that the dlc and base game is formatted in. WebOn powerful systems that takes about a minute or two, on mediocre systems it can take a few minutes longer. Crashing is something you can usually avoid by not trying to rush things. If the application seems frozen, give it some time to think. Also, do not try to apply Materials to Objects without saving your plugin.
