WebSmithed weapons are the best, but in general each weapon has a tier attached to it, the best tier is tier 6, there are also prefixes to them like masterwork, technically the best 2h axe without smithing would be masterwork northlander's axe. Some preffixes make items stronger than the same weapon type of a tier above.
